The English VA is David Jeremiah, also known as the voice of Lei Wulong in the Tekken series and Eugene Gallardo in Tales of Rebirth, amongst other roles. He also became the voice of Rock in Soul Calibur IV.
The Japanese VA is Shigenori Sôya, also known as the voice of Roshi in Naruto and Mohji in One Piece, amongst other roles.

Olcadan, in my opinion, was the best "Edge Master" character in the Soulcalibur series. His character design, backstory, and voice actors are all top-notch. I especially love his weapon (or weapons, seeing as he mimics the standard cast of characters), "The Ancient." Sure, most of them are reskinned versions of some of the weapons in Soulcalibur II that didn't make the cut for their respective characters in this game, but they still look beautiful to me.
