23:48 once the US is restored, the reason why you can’t convert counties or demand conversions is bc the constitution enshrines freedom of religion. One way to get around this is to imprison people and force conversion for their release. Not sure why you’re unable to convert the county before the US is formed.

Especially once you get to kingdom tier level (especially as an Americanist where you can potentially leapfrog into the presidency), I highly recommend using the Headhunter mod-it lets you find invitable characters which is great for finding courtiers or knights
