In sevens the players are constantly grasping for air, it's very difficult to recover between each play because there's barely any stoppage so if you can save 10 seconds to allow your teammates to take a breath and make your kicker walk to the posts for the conversion instead of running because his time is limited then you do that.

In 7s, you’re allowed to waste time to catch a breath and also, more importantly, it keeps the opposition honest by forcing them to send a player to come over to force you to touch it down. Otherwise the opposition would already be at halfway waiting for the restart giving them an advantage.
