Sure they are mobile targeting systems. Some are conventional high velocity munition guns some are missile launchers. The irony is that Russia just test fired the high speed tactical weapon system on a Ukraine weapons factory in Odessa obliterating it with multiple warheads. The damn thing is not a WMD nor a ICBM but travels 10 times the speed of sound making any Western defense systems worthless. You can see it for a few seconds then it hits.
