Two-wheelers are very few in South Mumbai and three-wheelers are not allowed south of Bandra and Sion. There are rules but they are chaotic which only an experienced driver can understand. Take uber or subway and you will be fine. India can be very intimidating place, but at the same time it will be one of the most interesting places you will ever travel to.

It's not the people who are staying in buildings or residential properties who do this stuff, but definitely the beggars and zhopda waalas at the side of road, they do openly defecate and could careless if the police catches them, at worst they rub their Nutella on police and runaway. So it's not like he is 100% wrong either for having this perception. I have been to Shanghai on short 3 day trip, failed to a single beggar in their financial capital, let alone finding them openly defecating like in Mumbai.
