Funnel clouds not contacting ground... Not technically a tornado

That's not true, a visible funnel doesn't define a tornado but rather the continuous cloud-to-ground vortex of air. Oftentimes tornadoes begin as what appears to just be swirling dust or debris below a cloud base as the funnel hasn't condensed yet and they can go back and forth throughout their lifespans.

I remember the tornado that hit Cincinnati in '74 It originated near Rising Sun in Indiana around 5:30 PM ET, passed through Kentucky, and then crossed the Ohio River to inflict severe damage in Sayler Park and other neighborhoods west of Cincinnati..

Geez that was only 196 miles from me? And that same storm system produced many tornadoes across Oklahoma and Kansas? And it tried to produce one over our house and I mean right above us was really bad rotation around 2-4 am between those hours it kept waking us up the thunder, lightening and the wind was horrible. But however tornadoes can be beautiful to look at? But not to be in. As one who survived many. It was scary el Reno 2013? Visiting my aunt . Long story short? She no longer lives in Oklahoma .

Technically yes it would be considered a brief Tornadic Waterspout (Supercell Tornado over Water) then a a Tornado once it drifts on Land. Usually when we think of Waterspouts it's the Fairweather Waterspouts we see on the Ocean or Great Lakes in the Late Summer and Fall but at Times even those areas can see Tornadic Waterspouts as well

@itzyaboijcole yes by definition when it Crossed the Ohio River that is a Tornadic Waterspout (not to be confused with a normal Fairweather Waterspout that's a totally different kinda of Non Supercell Tornado similar to Landspouts) this is by NWS and NOAA Definitions
