Many years ago I rode motorcycles, in the UK an annual inspection is required for all vehicles over 3 years of age. The place I went to was a grandfather built the shop and house next to it and son and grandson were doing the work kinda place. I'd take my motorcycle in and grandpa would come out to do the inspection, then chat about classic British bikes he had owned whilst lending you tools and helping you make any adjustments needed to pass. Never knew his first name. Rest easy Mr Davies.

I ran an old ex army land rover as one of my first cars, when I was training to be a nurse. The MOT had been done by a local corner type filling station, so when it was due I took the vehicle there. They recognised the vehicle but also the NHS hospital parking permit. The tester enquired what I did at the hospital, to this day I'm convinced it passed due to some sympathy from him!

I used to do state inspections when I was in Pennsylvania and on a regular basis you'd have the people who wanted you to put a sticker on something that I wouldn't drive across the street. I made sure the vehicles were safe because I wasn't going to be responsible for someone getting injured because I let something slide and I never accepted a cash bribe either, which I was offered more often than you'd think. I'm in South Carolina now and they don't have any annual inspection here so you see some real pieces of junk on the road. Not rust like up North, but they will drive a vehicle until shit starts falling off. I see a lot of separated ball joints and tie rod ends, they'll run the brakes down to the metal, exhaust dragging, doors held shut with bungie cords, some real scary shit.

Your explanation of how the PRNY clamps down on good shops for small infractions reminds me of an editorial (I believe written by Victor David Hansen) about the two tiered system of laws in California. I believe the reason is probably universal to bureaucrats. It simply comes down to it is easier to go after the people who try to follow the rules and fail on minor points than the people who flout the rules. Bureaucrats enjoy exercising their power but are also lazy. Some years ago I went from California, where they are strict on emissions but don’t care about safety to a Midwestern state that requires a basic safety inspection but, as long as you live in a rural county not near one of the big cities, the doesn’t care about emissions. I take care of my fleet of aging vehicles and make sure they are safe and running properly but I suspect my costs for meeting California standards would cost me more. At least I don’t live in the salt belt where my newest vehicle at 14 years old would probably be a rotten hulk.

That's crazy about the after hours shops. Here in the Netherlands the inspection system is also far from perfect, but the the inspection has to be entered into a computer system that goes offline after hours. Also once the data is entered, the computer can throw a 'hold that vehicle' notice, which means a national inspector wants to see the car and he will come to the shop to check the work. Bad work means lose inspector license. Love your stuff SMA!

Technically the NY system works in a similar way BUT it's easy to get around. The system also has a camera that is supposed to record the person doing the inspection to verify that the person who has their ID in the system is actually doing the inspection. You would be shocked at how many times that camera gets aimed at a cabinet or gets a shop rag dropped on it or some other issue. There are a number of shops in the state that do the complete inspection with the only time they touch the vehicle is when they plug the inspection machine into the OBD port !!!

He would rebuild alternators with a dictionary.... Rebuild: Clean and or replace any worn parts, test and reinstall. Basically clean and repaint the customers good alternator. Spill and Fill Radiator flush. Basically top off the rad and leave a little dribble of coolant around the cap so it looks like work had been done. A State Inspection story: When I lived in Va in 70's I had what was basically a 1968 VW race car with real racing headers, not the VW "headers" from the Pep Boys. The collector protruded a fair amount past the end of the car so I had a custom glass pack which snaked around back towards the car. The rear bumper managed to hide it a bit, but it was questionable if it was legal so State Inspection would fail it. No problem, I knew a guy who raced VWs. At that time I worked at RadioShack and was filling in at a RS in a strip mall and I parked my VW in front of the shop. Later a police car pulled up and parked behind my VW and the cop had a look at the back end of the car. When he came in it was obvious he was a regular as everyone said hello. He then asked about the VW. I raised my hand and he asked why the headers stick out so far, he has a VW with Pep Boy's headers and they're not like that. I noticed his demeaner was friendly as we walked out to my car. I opened the hood revealing the pair of Weber 48 IDA double barrel carbs, his eyes popped out and had a wide grin. He asked me to start it and his grin got bigger! He then asked if he could take around the parking lot. I told him the clutch is stiff and will tend to grab. So here we are, a cop in uniform almost doing a burnout in the parking lot and taking off like a rocket. He came back and was impressed, then asked about the brand new inspection sticker. But before I could say anything he laughed told me not to worry as the exhaust is not really a problem - grey area. He actually wanted to come around after hours to race me in his cruiser which I declined because if another cop saw us with me in front going like a bat out of hell he'll think you're chasing me! True story!

An honest mechanic for sure... I took my old 84 Jeep Grand Wagoneer to a local shop to have the very expensive new rear leaf springs installed because I personally did not want to remove the skid plate and fuel tank on my back to remove the front leaf spring bolt. Long story short they did exactly what I told them not to do. Yep, they cut my skid plate... After that I do all my own wrenching whether on my back or not...

Living in NY I see a major conflict of interest. Some shops will find nothing wrong with my cars so they will make something up to extort money. Like saying the headlights are out of alignment. Then charging $15 to turn one screw for 3 seconds while the lights are randomly pointed at junk along the wall. If you refuse the repair you fail the inspection. They use to scrape off your current sticker before they did the inspection. That put pressure on people to allow any "required" repairs. Decades ago Iowa did away with inspections because people were being taken advantage of.
@TheEgg185
@TheEgg185 2 жыл бұрын
I don't go for that scraping the sticker bullshit. I think it's an absolute scam to get a scared and confused person to say "Ok ok. Do whatever needs to be done." It probably works on the young and the elderly, but not on me. I just tell them "oh well. Give me my vehicle back." I will make the repairs myself. Right now Pepboys just told me I needed tires (It's always something. They don't want you leaving there without paying for something). You think I'm gonna buy brand new tires for an old vehicle that I'm not sure how much longer I'm gonna keep? Edit: Oh, and you are not in a position to plan ahead and find a good deal on tires if you are at the shop and have to make a decision on the spot. That is NOT the way to buy tires. Smart people plan ahead and are not intimidated by thugs.

I live in Nebraska where we don’t have inspections like this state inspection stuff…this blows my mind! I had heard about Colorado inspections but thought it was mainly for older vehicles due to the catalytic converter mandate in some states…my uncle had an old 78 ford ranger he had to take in to the mechanic to have them do something to it to make it pass inspection but it affected the way it ran so badly that he would have it taken back off as soon as it passed inspection…from my understanding it was taken to a dot approved inspection shop…we don’t even have the mandate for catalytic converters in Nebraska so this is all news to me lol…weird cuz Nebraska doesn’t have poor air quality either…but not many older non cat vehicles on the roads anymore …seems like it’s all a huge scam honestly…but…I just found out that Nebraska now suspends licenses over minor things like seat belt violations…apparently they haven’t worked out Al the kinks in the system cuz they suspended my license AFTER I paid the fine online months before the suspension…they wanted their $53 fee as well to release the suspension even though in was made in error lol….extortion at its finest!

As a former inspector..... My "argument" if my sticker is scraped before my inspection, there are two things. One: It is a LAW, if the inspection sticker is still valid, you Cannot Scrape it off. Only to place the new inspection sticker when it PASSES. Two: If the vehicles' current inspection sticker is Expired, you are required to scrape it off before starting the inspection. ***IF THE VEHICLE FAILS*** the customer has the LEGAL RIGHT, to have a 10-day "pass" in order to have said repair corrected, and come back for their inspection.

In NJ, we only check emissions during bi-annual state inspections. You will pass inspection with bald tires, lights out, dark window tint, etc. but those are still vehicle infractions and you can get ticketed for it. I've heard from several people close to the ticket issuing process (if you know what I mean) that that was done on purpose to increase state coffers. When I was younger, I took my old pickup truck to get an inspection sticker and ended up being forced to get an exhaust leak fixed to pass it. Pretty costly repair for a young person. Well, I told my dad what happened and he told me that I wasn't too bright. You see, we lived in a rural county outside the "big" one where I worked and the State had emissions checks only in the "big" counties. So I could have legally gone to a shop in the next town over and passed because they didn't do the "smog" test. (City people couldn't go to the rural county, however.) In modern times, I would think that the test is the same for all counties ... _and_ I would have called/texted my dad the news before I shelled out the bucks, because: cell phones. Oh, and because I initially failed in the big county, I couldn't run over to another inspection station and do the follow up, so it was too late to go elsewhere with my knowledge of the system.

Most mechanics aren't qualified to work on most modern cars anymore. Certainly not in all areas. Thats the biggest issue I hear from customers, they experience the same issues for years before being told the route causes and by then, most famously with brake jobs, everything needs replacing. If you think a guy isn't entitled to look for work because you struggle to say no, that's on you he's simply doing his job. In Northern Ireland vehicles over three years old are required to be tested at a mot centre (Ministry of transport) yearly. You pull up to a large building about 8 lanes across and are called forward at your allotted time to the designated lane. They check your v5 log book checking the chassis number with the car then put a probe into the exhaust to check emissions. The tester checks the horn wipers lights indicators and seatbelts. He then drives the vehicle onto a rolling road that tests the shock absorbers and the brakes including handbrake And brake balance. The car is then put up on a ramp and underside is inspected including ball joints rubbers tyres and exhaust etc. You then get a print out if you pass and if not the printout details all that you failed on. You have 21 days to get your car up to standard for a retest but if you can’t get it fixed in that time you have to have another full test at £30. A retest is £18.50.

Watching this reminds me of living in Buffalo and having to go through inspections. I live in AZ now (since 2003), and there is no such thing as an inspection, just emissions testing. The only time there is an actual inspection performed, it's on a modified car (engine swaps, different exhaust, etc.). I used to have a 1995 Mustang GT that had performance cats installed (2 instead of the standard 4) and would have to take it to the state facility to have it looked at there. All they did was run the emissions test and make sure there were no leaks in the exhaust. Once cleared, I would have to go back to the MVD to finish the paperwork.

( Assuming you have to update the vehicle in the DMV system? ) In my country we can only do inspections during state opening hours, 9 to 5. Each time we pass or fail a vehicle it's 50/50 on whether we get the big red notification on our screen that says "SURVEY!!!". They usually come within 90 minutes ( as required ), if they don't they'll give the shop a call with a code and name to write down in order to pass/fail the inspection on a survey.

I’m a diesel tech and I do a lot of federal inspections for a large truck leasing corporation as part of their service department so I see both sides of the coin when it comes to states requiring inspections for road vehicles. Part of me thinks that its another example of a way for government to make money, but the other part of me knows from experience that those inspections can catch little problems before they turn into catastrophic ones down the road. I personally take too much pride in what I do to just slap an inspection sticker on something. Even though I’m in a state that doesn’t require inspections for non-commercial vehicles, I’m glad to see there are other people out there like you Eric with that same pride in what they do and you’re able to showcase it for other people to see that not every mechanic/technician is just out to get as much money out of their customers as they possibly can.

couple quick stories on NYSI. One of my instructors in school told us a story about how NYS would have state inspectors do undercover investigations of shops . Our instructor told us how ruthless they were. He had a customers car come in for a NYSI, it needed a few things done in order to pass , one thing it needed was tires, he did the inspection and installed 4 brand new tires . However he did not measure the tread depth on each tire. NYS wrote him and the inspection station up for that violation. This was at a big 3 dealership. Next story , a car came in for a state inspection, the mechanic did the inspection and pulled the l f wheel, the car had drum brakes, he had a specific way he cut the cotter pin and always noted which wheel he pulled on the repair order, long story short the car was involved in an accident a few months later. Someone insinuated that the NYSI was done improperly . An investigation ensued and the inspector had to testify under oath about his inspection an how it was done, when accused of doing it wrong he was able to prove which wheel he pulled by the way he cut the cotter pin and that he noted it on the work order. Otherwise he might have had a huge liability issue as someone was injured as a result of a brake failure on a left rear drum brake assembly. 3rd story , I worked in a fleet shop, I was the only mechanic with a NYSI inspectors license. The business owner wanted to get a inspection station license. When he finally got the station licence the owner told me what inspection sticker to use on the 1st truck that needed an inspection . I promptly informed him its not his call as to what sticker goes on what vehicle , if any sticker does or not. He was pissed, but like I told him its my license on the line , no one elses .

Nor do they ever look at the red and yellow dots the manufacturer puts on the tire to show the light and heavy spots on the tire. I have seen people that know how to use these colored spots when mounting and balancing tires may never have to use a single weight to get them in balancing the tire or minium weights. It’s frustrating when a system exists for a reason, but the way the system is operated makes it possible to circumvent it without repercussions. I work in a fleet shop where we do our own inspections. Because we run snow plows, we need our trucks to be fully operational all the time, so any time a truck is in the shop we do a “look at everything” sort of mini inspection, and then fix everything on the spot. So our trucks are usually in excellent shape at inspection time and as a result the state notices that our initial pass rate is way higher than average, so we end up getting audited by the state every couple years. Once we’re flagged for audit, if they can’t perform said audit within a certain timeframe because they can’t get in touch, we’ll get our license pulled until we can pass the audit. We have to put all our inspection data into a state computer system, and the system is what flags you for suspicious activity. Obviously there’s nothing stopping you from failing and then “repairing and reinspecting” a vehicle, but you’ll also get flagged and audited for failing too many vehicles to make sure you’re not taking advantage of the inspection to rip off customers. And I’m pretty sure there’s requirements on minimum operating hours, and there’s stuff in it about customer access and stuff, although not all of it applied to us because we weren’t open to the public. The audit isn’t really a huge deal either, they may check out some of the vehicles around the shop, they’ll ask the techs some questions about pass/fail criteria, and they have the power to have vehicles we inspected reinspected elsewhere (that’s never happened to us yet), but mostly they’re just making sure you’re following the rules and doing it properly. And yeah, I don’t necessarily agree about the importance of every single little detail on the inspection, and a little too much is left up to subjective perspective of the inspector, but fir the most part it works out pretty well.

From Michigan here. We almost went to inspections quite a few years ago but just for emissions. I’M SO GLAD WE DIDN’T!! Not just for me, I’ve been blessed I could always drive newer cars. Anyway, I personally know of many shops around here that would have done the lick em stick trick. Car sits behind garage a day or so, garage never tests it, puts sticker on it saying everything good when the garage never did anything. Got people’s money. Problem is it WOULD BE SO HARD TO PROVE that the garage actually did anything unless there was print out on test equipment, but even that can be manipulated. And of course the worst part is not doing the environment any good! LOVE YOUR VIDEOS!! And IM SORRY for nitpicking here!!! Dodge hasn’t made trucks since 2008. In 2009 Chrysler Corporate dropped ‘Dodge’ and it became Ram. Nowhere, anywhere does it say Dodge on it, not on the truck, in the manual, and even the dealer signs and literature were changed to Ram. Ram has been its own entity from 2009 until now! As for the sensors on Chrysler, I just put new ones on my Ram, loosed bead, put in, never did anything more, truck just ‘found’ them and A-OK.

So its kind of tuff, but even I driving 32 years old merc, I am happy they do it so good, its for my and others, safer on roads, at least for less no roadworthy vehicles are in our roads, but we still have lots of those drivers that arent roadworthy, You know, drunk, drugs, youngsters who think they have rally/race-drivers skills, but only have their feet and only their own hands and brains
