They're using an old 19th century definition of "driving" from Black's Law Dictionary that was written before automobiles became a mainstream method of personal transportation. It refers to driving locomotives, stagecoaches, wagons, cattle, team of horses, etc. All of which were normally commercial activities at the time. If US Constitution is anything like Swiss Constitution, and I guess it is because we more or less copied it, still nowadays, traveling is a constitutional right as in freedom of movement, which means you cannot be prevented to go wherever you want. It's also the same principle that applies to not being jailed or home arrested without a cause. Doesn't mean you are allowed to travel by car. He can "travel" wherever he feels like, on foot and public transportation. Well, he could, till this video.

He reminds me of some of the "functioning addicts" I've come across. They get this weird socially awkward nervous behavior. You can't tell if they are high or sober, but they act real goofy.
