I'm a flag maker too. Have you tried minwax sanding sealer instead of mods podge? And try automotive clear 4 to 1 mix. Gives it a deep deep gloss and sets dust free in 5 min. Its way cheaper than krylon or any of the minwax clears. Just a thought
