OT's can treat both UE & LE so, you must not truly understand that occupational therapy is. OT addresses all ADL's and IADL's in an individual's life. You cannot break up the body into UE for OT and LE for PT. However, some clinics do this, which is why OT's are forced at times to focus only on the UE.

That is highly clinic specific. In PT school we are required to be able to treat ALL extremities.

This must be country dependant. Physiotherapists in Australia treat numerous musculoskeletal, cardiorespiratory, neurological and paediatric issues.

It is the same in the US. Though there tends to be some institution specific divisions, mostly for convenience. In those clinics, my PTA students always complain about the artificial and false-territorial UE/LE division.

Incorrect! OTs usually focus on fine motor movements and PTs focus on gross motor movements! So it can either be UE or LE.
