@@pugsy7658 While they do fall under SOCOM, Rangers are considered top of the line Light Infantry as opposed to actual special ops, which is why they still use the 11B infantry MOS while Green Berets have their own MOS

the Green Beret does more Foreign internal defense(FID), basically training foreign troops(but also going into combat with them) while the Ranger will do Direct Action(DA) like door kicking/ kill or captures, so the Ranger probably kills much more than the Green Beret, or at the very least, kills at much closer proximity.

Special forces are mostly cointel/fid types basically they train locals to stop insurgents and just generally restabalize areas/make friends etc. They can do more direct action stuff but that's not really their job atleast not nowadays. Rangers are direct action experts, hostage rescue, search and destroy, etc. That kinda stuff their lightning fast reaction forces, keyword though REACTION they don't really do assassinations or any kinda stuff like that if you absolutely need the best soldiers in a spot tomorrow their who you pick. Sad/cag are the cias paramilitary force they do the SHADY SHADY shit

In that scene, the target fully knows that Agent 47 is there and just presents himself for the kill. It's one part the villain of the story knowing they're beat and one part them making a gamble on a different outcome. Won't specifically make mention of what that other outcome is in the case anyone plays this particular trilogy of games for themselves.
