Special Needs Child Drowned While Foster Mom Was on The Phone: Prosecutor

Hailynn Volpatti faces a felony charge in Indiana after the Clay County prosecutor said she left her special needs foster daughter in a bathtub with her 4-year-old sons unsupervised and the girl drowned. Nova Bryant was 21 months old in June when she died after being on life support for more than three weeks. Court documents state Volpatti admitted to leaving the children in the tub as she talked on the phone. My husband and I thought about being foster parents and we did go to Renew our CPR just in case we decided to in the future (we already had it from the army) Why didn’t she perform CPR? So many parents get their kids taken away because they are supposedly unfit to be a parent. The state gives these kids to people who don’t even care about the children. They care about the checks from those children. I’m not saying every foster parent is like that. Some really do care and try to raise them as their own. However it’s sad in this case because that little girl would still be alive if she wasn’t taken from her parents.

@@danika9411 that’s what the mother said, but I have ADHD and I don’t see how that in itself creates a scenario that would lead to a child being removed from a parent’s custody. CPS generally creates a safety plan to work with the parents while the child is still in their custody, unless something egregious enough happened to warrant removing the child immediately. A judge obviously thought she needed to be removed, whether or not they tried a safety plan first. If the mom has a low IQ and just can’t understand how to care for her that’s a different story, but the ADHD excuse doesn’t make sense.

Why are 25 year olds allowed to be foster parents? Seems like people’s brains should probably be fully developed before you are able to do that. That is right on the cusp, especially for women who biologically have a more mature brain earlier than men, for men it should be even later. Seems like the foster system is already so ripe for abuse and malice, it seems negligent to me to allow it. Same feelings about 18 year olds making the choice about joining the military.

I began fostering at 25-26 year’s old. I had dreamed of fostering and adopting since I was a kid. My daughter is a very young mother, and she is one of the most remarkable mothers I’ve ever known. There are many things I believe CPS/DCFS and foster agencies need to be stricter about when qualifying foster parents, but age isn’t one of them.

How many have you fostered? It's hard to do with the stipend they do provide 30-60 days after the fact. It's a reimbursement after the fact - set amount/not what you actually spend. Kids literally come to you in a onesie and dirty diaper...that's it....all seasons. Blanket over them in winter. So, hypothetically speaking - this 21 month old- if she came that way- you need a wardrobe of outfits, shoes, diapers, wipes, hygiene (soap, shampoo, training tooth paste etc), winter coat. In my county, I would get $60 a one time clothing allotment. That's a box of diapers, shoes and maybe one outfit. AND, that's only if not ever paid out. This child came from two other foster homes so I'd get nothing - only whatever the other foster family passed on...if they did.

I know four families who had a child that drowned. Two died in bathtubs and two died in swimming pools. All of these deaths could have been prevented. Three of these babies died due to their mother's negligence, being distracted and taking their eyes off of their toddlers. *** Please don't leave your babies unattended while in or near water and don't expect older siblings to keep your toddlers safe.

The foster mother is awful, but for the bio mom to say she could have done a better job is also terrible. Obviously, bio mom was unfit because the kid was taken. Neither of these "mothers" deserved this poor child. 😢

I don't think the parents have any right to sue because they are clearly strung out on drugs and that's why they couldn't take care of their daughter and plus their daughter was autistic due to her mom most likely doing drugs while pregnant.

The parents should sue! Everything possible should have been done to keep the child with her parents instead of shuffling her between foster homes! Barring neglect or abuse. The system isn’t in the best interests of children period.

Foster care ls more dangerous than being w bad parents. The children die way more often than when parented by their own negligent parents i cant recall the actual statistic but its high.

I grew up in this town. Her mom is the head of CASA which is a program that advocates for abused and neglected children. Was also known as being a foster parent in Brazil along with many other programs she started

Seems odd they would put a child with such special needs with a 25 year old. Clearly this child required a higher level of care. In my state, therapeutic foster care. Was this foster parent licensed for this level of care?

@psychonauty2020 It's bad enough that she didn't care enough about that little girl to properly watch her, but the fact that she didn't even care about her OWN children to stay in that bathroom, or even check on them is something I will NEVER understand. I was too nervous to leave my kids in the bathtub by themselves for even a minute when they were that little. All three of those kids deserved so much better. I really hope she never sees those boys again.
