2 things that are of relevance to Kenya. 1) Are PPPs, a profit-driven venture cheaper and even suitable for provisioning, operating & maintaining public goods/services? 2) Who does all the liability/risks lie with? Gov't or private firm providing these goods/services?

Hope we do realise that our ID numbers are our unique identifiers. We don't need Ned ID numbers, just different format cards. I'm not for the idea of issuing new, temporary IDs that are to be renewed.

Until there is full interoperability and all law enforcement agents have digital devices securely connecting to the population registry, the criminal registry, the gun carry permits registry, etc, the issuance and carrying of ID cards is necessary for purposes of law and order. Also, the cards that are issued need to expire to renew details, e.g. a new photo at particular intervals. The Kenyan ID number can not be the unique identifier. It is not designed as such. There are insufficient digits to cover the whole population. There are overlaps in numbers between different registration agencies.

Remind us again why these people resisted communism? This system seems highly communist - something the Stasi, or Kremlin in Lenin, Stalin, and Khrushchev's days would have been ecstatic to have and control!!!

e-Governance provides accountability of public and private offices, transparency in actions, tracability and proof of spending. All of these are practices of democracy. Communism is only controls, never reveals what is behind the curtain.
