Sony 1st party always waits to release new game plus until after the game releases, it gets people to jump back into a single player game they finished months prior. It's a pretty well-known technique by now -- gotta compete (financially) with multiplayer games somehow.

In all fairness, it's been a little over 3 months. There are plenty of games to play in the downtime. It's not like it was a half-baked game that was pumped out and 50% of the key content is released many months later as is the case too often nowadays.
