I was thinkin because if you think about it fury knows most of the original six avengers are either dead or officially retired. He knows the fight must continue because there will Be plenty more alien/Worldly attacks so the avengers are very much needed. So he does his research or fury being fury was probably already up to date on the new heros nd knew a day may come where he was gonna need a new Avengers team. Hence spider-man was the biggest hero in the spotlight after the accords situation. So fury went to recruit him knowing he was also a protgee to stark.
