There is a glitch In the financial district if you go to the landmark in the mittle of the financial district there is the city hall where you can walk straight through the doors.

I don't know how I did it but the game didn't give me boundaries, I didn't do anything out of the ordinary and was standing on a car going on the Brooklyn bridge, and it kept driving and got to the point where the cars turn around, I realized that that's not right and I shouldn't be able to get that far so I kept going and ended up on the other side, but was able to go freely back and forth between there and New York.
