Any onlooker would see a large body of water, a baren wasteland with no water, and a dam with a lot stream flying out of it separating both of them.

I'd say a nuclear reactor is simpler in principle of what you have to do than an air conditioner is. "Use the hot rocks to warm up water" is easier than knowing about the relationship between pressure and temperature.

Technically dams work off hydraulic head so the intake for the cooling should have been at the very bottom of the dam with the reactor well below it. Would have been much simpler although I don't know how well the physics in the game could replicate that. Might have to try it if I get bored one day

turning on liquid equalisation in the options does what you are looking for. It would screw with a lot of the other stuff though, so it's probably because of that. Or maybe Spikey boi forgot he could do that.

Instead of using liquid water to cool, you could've fed preheated steam into the bottom, which would then turn into superheated steam, which you could then vent.

The transition from liquid to gas causes some steam to be trapped by water, which drastically reduces the cooling capability. Where as pre heating the steam would skip that phase transition

I think a better setup for this is for the water to come up from the bottom since the water inlet is above the outlet anyways. That way the steam won't restrict the water flow. And possibly a pressure regulater to create suction via the steam. So the more steam there is the more water is sucked in to balance the temperature...

Also the steam can be used for a turbine...

1 last thing. Water inlets can and should be at the bottom of the dam as it will flow to the same level as the water level in the dam since water balances so the drop down system isn't necessary...
