They don't need adoption. They aren't THAT young. Fostered a bit till they turn 18 and co signing a student loan for higher education yes, but that's it. That's 4 years for the youngest - not worth the considerable hassle of adoption for kids he owes NOTHING to. There's no sign he even has a partner, let alone spouse at this point, so adoption is just not going to happen for a single guy anyway. Given his history with their mother though it seems extremely unlikely that adoption would have been granted. Any sane adoption investigation would have turned up the b0rked family history, the funeral scene and made the assumption that OP was going to make their lives hell as vicarious revenge or something.
