Here’s what I don’t understand about the film. Why did the alien choose to launch the "Irradiation" project at the time the moon was above the land (More Specifically, Eastern Europe as mentioned) rather than when it was above the ocean?

Because the Moon acts as a shield from the radiation, and he wanted to save some humans. If he launched when the Moon was above the ocean, no humans would survive, maybe with the exception of a few sailors. Of course, the "irradiation" with such properties would "irradiate" only one hemisphere of the planet - but that's the movie logic...

I've watched a few Indian movies and they are crazy, lots of overacting and impossible jumps, some are funny 😊 Russian movies aren't great but some are watchable There are some good Asian movies I'm going to have to look for Turkish movies, never seen any ..😊
