That's grass for you though, same with old school. Magic the gathering. Green = growth ramp= powerful/high cost or high energy benefits. Most green decks have historically been ramp. ramp means you can play otherwise entirely unplayable/overpowering cards if you can attain the ramp requirements.

All the "missing" cards like the starters EX's and Giratina EX are all in the mini set that'll come later. This is only a 2 pack anyway, the 3rd pack to "complete it" will definitely be that

You could run Misty and Manaphy on Dragon Decks to bypass the dual energy requirement, Either that or you get two tails with Misty and the game is over. Dawn also goes well with Manaphy since the energy gets spread to two Pokémon and then you can move energy to a single Pokémon.

It's OP if your opponent is unlucky and can't evolve weak basics they slapped on their bench but it's a Stage 2 so usually there aren't a lot of those on the bench by the time you get it out. It really shines with Poke Flute for a late game cleanup. I've had the most success with Beedrill + Exeggcutor EX with Celebi EX. I hate coin flips but Celebi seems to screw me over less frequently than Misty.
