That's a weep hole. It provides drainage for moisture that gets behind the brick and allows airflow to the back side of the brick veneer so the interior wall doesn't get mold / rot. If that's not your building you should unplug that hole.

Usually yellow jackets have 2 or more entry/exit paths to their nest, especially the ground ones. I have gotten lucky, been swarmed 4 different times already this summer but cheated them all 4 times, not a sting yet.

Had a persistent wasp nest that was made in the roofing right above my front door, multiple times we used spray foam and caulk to seal them in, but they would chew their way through it and become more aggressive each time. I only used the backdoor for a while.
