@@BoliceOccifer They haven't technically had the Soviets as a civ, but they had Stalin as a leader in Civilization 1 and 4, and Lenin was one of the leaders in Civilization 2. So, I'd say those examples are close enough to say it's not completely out of the question. Fun fact, when Civ 1 released with Stalin as a leader, it had been 38 years since his death, and as of this year, it will be 34 years since Civ 1 released.

Since the main mechanic of the Russian Empire is called "Prosveshchenie" (Enlightenment). A wide range of people, from scientists (Lomonosov) to theater writers (Fonvizin). 2) Discoverers. Przhevalsky, Chelyuskin, Miklouho-Maclay, Kruzenshtern, Arsenyev, Senkevich. etc. 3) Decembrists. Since France has Jacobins. Some of them can only be activated on tundra tiles, since they were in exile:)

Kyiv Russ could be alright for Exploration Era (a bit yearly but yet 10th century is not BC) but I couldn’t imagine any useful abilities during 2nd Era. Most of Russian expansion during Exploration Era (14-16 cent. AD) was in times of Ivan the Terrible and around, and it’s Moscow Russ already. It could be 2 different precursors or Kyiv Russ is Ancient Era civilisation with starting bust for cold navigable rivers (Trade root from Northmen to Greeks)

You are making a bigger conspiracy than what it actually is. Russia has always been in every Civilization game, Ukraine has not. Adding Ukraine would therefore clearly politicize the game, whereas adding Russia not really since again, its normal and every civ has the Rus.

TheUSA destroyed several countries only in the 21st century, and EU troops were in Iraq. But for some reason (double-mindedness), the death of about a million Iraqis (Lancet magazine) does not bother you. Btw even Ukraine participated in the invasion of Iraq.
