It's assumed the spy would be fluent in the language of the country they are in. Maybe a native or someone who snuck in. Also, this video is set in a fictional country (Enemiarea) with a fictional government, which is why it says "secret police headquarters" on the front of the building. It is heavily based on the Germans and the Gastapo but could be any authoritative country. The country, government and even symbols on the walls are all stand-ins. So is the language. If it were real, everyone, including Steve, would speak the native language. It's likely German or Italian. So being a US-UK production, everyone just speaks English.
