There are only two types of roles available in azure SQL compared to the on-prem SQL servers.
1. Login Manager
2. DB Manager
Also, In azure SQL you can create a user without login.

Sir, as sqladmin is sql login with admin access during create sql server, then why we cant run create user command and you specifically grant AD admin on sql server to Mike?
