it is in Smash 64. And in Smash 4 if you're close enough to where your body overlaps the wall you can't tech. if this happens while getting hit by an electrical attack (ex- Robins Levin sword) You can't tech but you can act instantly. youll still be flying off but you might be able to stop your momentum with a move that pushes you forward. (Ex- Fox side b, DK up b)
