If there is no helping verb , we use do ,does, did and after do, does did we use v1

Sir in qs asking for something which is of in futher tense ,if "is" used it is not correct because is delivered means already delivered ,being and for being means in present so ans is "to be "as it represents correct tense as of sentense which is in future tense.Sir pls correct if i answered is wrong
