Strange way of rescuing people. Can you imaging a victim that starts breathing while under warter and still unconscious? He will drown. That is way the hand should close nose and mouth of the victim until surfacing.

He has a mask covering his nose. A human will not breathe after blackout until water is no longer on their face. There are nerves in your face that sense water. Furthermore, if water reaches the throat, it will automatically close. Only after oxygen levels in the blood get too low and brain damage is imminent, will the brain trigger terminal gasp, even under water. Then you inhale water and begin to drown. This could happen 2 or 3 or even 20 minutes after blackout.

If someone becomes unconscious underwater they will either have water in their lungs, will be physically unable to breathe or won't breathe.
