I live in a small scale version of this in a Vegas HOA with a defunct golf course. HOA has been in pointless litigation with the string of consecutive, bankrupt, defaulted owners for over 9 years. Half the owners are delusional and demand the golf course be reopened, despite the city banning new courses (it’s too far gone to use at this point). There are over 1,000 owners unwillingly paying to fund this lunacy. The association has turned down umpteen settlement offers in favor of keeping the HOA in indefinite financial jeopardy just to pay the lawyers (and I say that as a lawyer/judge myself). These are the stupidest examples of throwing good money after bad with no hope of return

No one has the right to develop anything they want wherever they want it. I'm sure the golf course had the proper zoning to be a golf course. So, that business venture failed. Why should there be any expectation that the city will rezone that property residential and allow the owner to develop it that way? Let the owner rebuild the golf course if they want. The real crime here is that these right businessmen found a friendly (bought off) court to rule in their favor.
