Use oil based stain and clean up your work with mineral spirit before staining and the stain will spread evenly. For water based stain, gently apply a damp cloth and it'll do the same if you're using water based stain.

Thanks! No I actually did not sand between coats. I tried sanding on my test pieces and it created more scratches than I wanted
