Kinda yes. In the Tumblr of Deltatraveler It was revealed in wingdings that Gaster made this Vessels. So could be that in the normal mode the Arena project never started so the Vessel Is discarted in that room

Considering this takes place before deltatraveler- arena mode having it's own story mode- I believe THESE are who GG!Sans confused the delta warriors for, and presumably "did something" to GG!Sans. He states how "you don't even remember what you did." and seems to have held a grudge against these clones, perhaps even being the reason for GG!Sans becoming a ruthless killer.

I assumed that GG!Sans remembered them from Deltarune, since this game operates under the (imo justified) assumption that Sans in UT is actually from Deltarune. Gg!Sans just has a more negative outlook on what happened (him getting cast into the underground with no way to return to deltarune's world) and more directly blames them than Undertale sans does

You can read more in the March devlog in gamejolt, but this is a side arena mode(like hard mode). - We will fight all enemies/bosses of past chapters, and it will also have It's own story with new characters

It was talked more on the March devlog if you want to look. - It's a enemy/boss rush, we'll play as Kris-X(the comander), Susie-X(the brute) and Noelle-X(the angel), 3 versions of the fun gang, but more direct and cold copies of their personality, they were made by Gaster(of course) that wanted to do a experiment with them. - It will not only have a boss rush, but also a story of It's own between enemies/chapters, can't wait(actually can) to meet them.

Just read the update as another comment suggested and it seems that I was right and they do get their own sorta personalities (with the exception of Kris-X) although they’re made for the purpose of testing stuff that the originals have. I do hope they eventually break free of the trials and perhaps get to live their own lives, although honestly it’s more likely they’ll simply be discarded at the end of the Arena.
