Star Citizen 3.23 BUG visual ripples in hangar plus contrast problems

This is now the new norm for Star Citizen 3.23. BOTH myself and my friend are seeing this ripple in the hangar, I have DX11 enabled, my friend has VULCAN enabled. I am now having serious contrast problems since the update as well, all drivers up to date that places are too dark to reed anything, but lights are super bright.
