Andross doesn't give a damn about the environment, so if there is oil on the planet, it would be very efficient to use it and it's less expansive so yeah it makes sense that Andross of all people in the lylat sistem uses it

I can activate all 8 switches without Falco and Peppy, since they have died back in Solar, but at least Slippy is alive on Solar and Macbeth, if I took the medium paths. There are two ways to get to Solar. One is defeat all 4 Star Wolf Team before the time expires, and the other one is defeat the Mothership in Katina before the time expires. Eventually, Bill will help you out in Solar (or Sector X) if I take the different path after accomplishing Katina.

It might be that, regardless of the game's internal resolution, the N64 upscales it to 480i for display on the TV which introduces the interlacing.
