Its actually crazy for later fans to think about just *how little* star trek lore there was at the time. Photon torpedoes, weapons so basic that launch ports for them are built into later ship models, didn't exist yet, which would've made this episode play out alittle differently if they did. Balance of Terror is one of the best Star Trek episodes of the original series. For that matter, it rivals any Trek variant to come along afterward as well. It's storyline is based on a movie, which itself was based on a novel called, The Enemy Below. A German submarine and it's captain square off against an American Destroyer and her captain in the middle of the Atlantic. If you love this episode of Star Trek, you'll enjoy this movie. A faction in the Federation probably suspected during the Earth-Romulan War that some Vulcans might be spies for the Romulans. The suspicious officer panicked and was desperate for extra proof that Spock was on their side. Kirk tells Spock to work quietly so the suspicious officer gets the message: Spock is the most reliable sailor on board. If anyone is a mole on the Enterprise, it's not him. If Kirk had only made a comment about bigotry, that man might have panicked even further but kept quiet about it until he could report it to overly excited members of command. In other words, Kirk is too openly confident about Spock, using just the right words, to be misinterpreted as trying to cover for a known spy, or a right-hand man he didn't want to believe could be one, etc. A Cold War audience would immediately pick up on this. Truly trustworthy friends had a peculiarly profound significance in that era.

If you take literally what is shown on the original fx it looks like the phasers, in this case set to proximity blast, can be fired from the front, left and right sides of the dome at the bottom of the saucer section. Which actually fits the model which had three rectangular, whatever, around the bottom part of the dome. One in front one in the port side and another on the starboard side. The photon torpedo tubes had to have been directly adjacent to the phasers also since they are always shown fired from almost the exact same spot.
