Why would you use 5 consuls when they are 25% chance each? Really you only need 4 for 100% chance then you can use something else.

They don't stack that way. Each console has an individual chance of 25%. In other words console one has 25% chance of activating, console 2 has 25% chance of activating and so on. one console does not effect the chance of another console activating. You get 5 so that you get 5 "rolls of the dice" so to speak.
