The fact that Troi was promoted before Data seems somewhat unfair, in my opinion. Data was an extremely highly decorated officer, with a near impeccable record of excellency. He was faster, smarter, stronger, and generally more knowledgeable than most of the bridge crew. He should have been cutting through the ranks like a knife through hot butter.

While I agree i think the fact that he is an Android hinders him getting further, much of starfleet seem to hold a stigma towards artificial life as we saw with the time he took command of a ship and the former captain railed against him, then again that may be a one time occasion but the higher ups might be hard pressed to promote him

He's still in the second-officer chief ops position. That being said, by rank, he's actually 5th. 1. Capt Picard 2 Cmdr Riker 3 Cmdr Dr. Crusher or Cmdr Dr. Pulaski 4 Cmdr Troi (since she's a psychiatrist, she's probably also a Doctor of Psychiatry.) 5 Lt. Cmdr Data (I never understood why his name wasn't Data Soong, since Dr. Noonian Soong was his maker/father.) As for the other Lt Cmdr ranks, he likely has seniority, and by his position as the chief operations officer. (He's also the chief science officer, which should mean he wears a blue uniform (medical/science); but he is also engineering, so yellow.) They should have just had patches and shit, like we currently do.

Is that in some TNG novel or something? but you are right about chain of command being independent of rank in real world navies, though they are usually correlated. The dentist on a US Navy aircraft carrier may technically have Captain rank, but he's never going to take command no matter how many officers keel over. Of course they contradict this in the episode "Disaster", where O'Brien says that Troi is in command of the bridge because she holds Lt Cmdr rank, higher than him and Ro, even though she doesn't know anything about commanding a starship. She didn't even know what a warp core breach was!

Though I'm not exactly saying its justified or even right that Troi got promoted ahead of data, I will say in the Federation's defense (and a bit of Troi's too), that even though Data is an impeccable starfleet officer with extraordinary abilities and flawless track record, the idea of him being in full command of anything is actually kind of scary. Its no secret that Data has no emotions whatsoever, he admits it himself even in casual introductions with new people, and its also no secret that understanding the nuances of basic socialization, simple things like humor or the use of metaphors, is a constant struggle and learning experience for Data to understand. Even on his own ship, with his own crew, miscommunication and misunderstanding with others is quite commonplace for Data. When someone says a joke or uses a metaphor, he often takes it literally, and having no emotions himself he often fails to understand or contribute to social situations where emotions are high. When someone is really sad because they've lost a friend, or if someone is really angry because something unfair has happened to them, Data cannot empathize or relate in any way, and his attempts to do so are often counter productive. These are all fine and acceptable quirks for an officer to have as long as they continue to prove themselves effective in duty, but these kind of issues become much larger for someone in command, like a Captain or First Officer. So much of what Picard does is having a full complex grasp and understanding of empathy, emotion, and perspective. Picard is the best diplomat that Federation has, and its what makes him the most ideal captain for the flagship of the entire Federation, The Enterprise. Picard is a guy that can navigate the delicacies of complex communication with a new species, yet still be able to outthink the Romulans, outsmart the Vulcans, and out bolster and intimidate the Klingons. Simply put, Data does not have the capacity to be that kind of captain. Data may, in fact, *never* be able to be that kind of captain, at least not until he truly embraces his emotions chip and becomes one with it. Under Data's command, a lack of communication or understanding could easily lead to unintended but disastrous consequences, and it may be one of the reasons he's been held back in his career as a starfleet officer. And, in Troi's defense, from the same perspective; Troi is half Betazoid. She is quite literally an empath by nature, and that alone would make her an incredible asset as a commanding officer regardless of any lack of experience or training she might otherwise need to make up for.

Data clearly has emotions. He shows curiosity, confusion, perplexity, loyalty, friendship, determination, integrity, and a sense of purpose. He just doesn't realise that they are all signs of what we would think of as normal emotional activity. He is trying to learn and understand what it is to be human and emotional, without realising that he is very nearly there already. Picard, at least, understands this, and so do some of his other friends.

On the other hand there's something to be said for commanding with a pure analytical mindset without introducing any emotion into it. I understand that diplomacy and negotiation is the bread of butter of the federation but being able to actually command large groups of people and rationalizing the losses of your men to get the most effect from them on the battlefleet would actually be a pretty good skill to have, I would go as far as to say Data might make a bad captain for conventional science and exploration mission. But a great Admiral for tactical fleet command. Also I don't buy into this trope that just because he's an AI the dude doesn't understand emotion, that's nonsense. You just start interpreting emotions from a completely different perspective, such as the one from behavioral evotionary patterns instead of instinctict emotional ones. In fact a being that operates solely on rational thought might be able to play the game even better than those who do operate off emotion because the blank monitone nature of the whole thing lets you play the room. Data got the hang of it that one time he had a vessel, he doesn't need them to like him, he needs them to listen to him and respect him. The biggest uphill battle the guy has is that super intelligence makes people feel less than and the fact that they aren't even sure he's alive at all. But if you wanted to win a battle instead of just play the field, I'll bet on the unfeeling claymation blade runner reject nine out of ten times.

@@mikefule330 I think that Data was programmed to be much more mellow and reserved. He may have emotions but cannot feel or express them as intensely as Lore until he installed his emotion chip. Dr. Soong probably made him like that on purpose so that he wouldn't lash out at people for a perceived offense or let negative emotions cloud his better judgment. Because of his superhuman strength and abilities, it would have been disastrous for everyone around him if Data were to ever lose his temper or panic in a critical situation and screw up.

With this promotion she became the ships 4th highest ranking officer, surpassing Data. As stupid as it sounds technically Dr Crusher/Polaski are the 2nd highest ranking officers aboard ship during their respective tenures, as both have held the rank of Commander far longer than Riker, but they aren't command staff and thus Riker holds the title of executive officer. It's questionable if with Troi's promotion she would replace Data as the ships second officer as she isn't technically command staff and like the Dr holds a specialist position aboard ship, and lacks the experience & training that Data has in the position.

​@@cgi2002 iirc, Crusher/Polaski are higher ranked but not considered command staff. However Crusher could take command when needed as she had gone through the Bridge Officer's Test. Troi also passed the test, and can thus assume command. Both of them take some night shifts here and there. I agree that she wouldn't replace Data as 2nd officer because she's not command staff (command staff weren't necessarily part of the command division wearing red). Any bridge officer (an officer who served on the bridge) could take the Bridge Officer's Test to be certified to take command when appropriate, even Ensigns. If a non-bridge officer and a bridge-officer held the same rank, the bridge-officer was considered the ranking officer (hence Data "outranked" Troi up until this episode, and Riker outranked Crusher/Polaski). The Starfleet ranking/command structure is...weird.

@@acolytetojippity its not as weird as you'd think. It's based on existing military ranking. The highest ranked person on many military bases (especially US ones) is often the Chaplin, but they hold no position in the bases command structure and answer to the base commander who they often outrank. Ships are similar in that medical and engineering crew can outrank the person currently in command of the bridge, but were technically under the authority of that bridge crew member. Higher rank doesn't mean greater authority, it does mean you show them appropriate respect tho, so they still get addressed as sir.

A counselor, psychologist or psychiatrist in today's American military would never be able to take an exam to command line officers. While a Lt. Commander would still address a higher ranking medical officer as 'Sir' that line officer would not take orders from her regarding duties related to that of a line officer. Nor would a line officer who outranks a medical officer be able to give orders to a medical officer regarding medical decisions.

If you're already a licensed physician you enter the military as a captain or higher depending on your medical experience. According to my cousin who went to a state medical school on Uncle Sam's dime. Her officer's training was 6 weeks after she was commissioned in 1989. According to her the hardest part of officer's training for her was military etiquette. For example, how do officers salute each other if 4 officers of different ranks meet? According to her there is a particular order this must be done.

Even before she took the test, when there was an emergency and she was the highest-ranking officer at the bridge (while Ro Laren and Chief O'Brien were at hand), she was in charge (to Ro's undisguised impatience). To be fair, there was an episode of DS9 Bashir was ordering O'Brien around, so that how they roll in the 24th Century.

Remember, StarFleet is *not* a military institution primarily. It *serves* that role when necessary but it is not it’s primary function, much to the chagrin of the entire federation when *actual* war breaks out. Troi, as a Star Fleet officer, has a grounding in ships operation, command and systems. She is a also member of the science/medical branch of Star Fleet, hence the blue uniform. She, obviously, has full authority as the ship’s counselor. She has the full training of a Lt. Commander in all ships operations, though since she doesn’t *use* it much, she’s not as strong in it as others. In order, to receive the promotion to a full commander, she has to take the relatively grueling Bridge officer’s test for command, which is necessary for the promotion to full Commander. It would be safe to presume that she meets the minimum requirements necessary to fully command a starship, despite it being way outside her field of expertise.

So... why are they working on him in sickbay, and why is Dr. Crusher the one working on him and not Geordi? This is oddly different than every other episode where Data has issues and he goes to engineering to have Geordi do the work on him.

Not sure on order of episodes. But in a different episode, Data shows Dr. Crusher his “alarm clock” switch, which will reactivate him when he is turned off. Which he has kept secret and presumably only showed her. And in this scene she seems to hit the same spot he showed her in that other episode. Outside of that, poor writing.

aside from his positronic brain I would suggest that crusher is as capable to a degree with data's needs as an engineer due to the likelihood that she has had to deal with prosthetics

They probably worked on him in engineering first, and then he has some systems that resemble biological like his hair and skin, also it may be that only Crusher and Riker know where is his "on" switch.

so, to those saying data should have been promoted before Troi. Troi graduated from the academy in 2359. data graduated from the academy in 2378 that's almost 19 years more time as an officer, and unless were talking star trek online, moving up the ladder is more than just skill. also to the failing the test part. Troi had problems with the engineering section of the test in the episode Riker states that she aced literally everything else, except being able to sand a friend to their death. if you don't like her fine, but at least contextualize your dislike of a character and not just shit on them without introspection.
