The difference between Qui-Gon’s relationship with Anakin and Obi-Wan’s relationship with Anakin Qui-Gon was a father figure. Someone you look to for guidance and you respect their wishes Obi-Wan was a BROTHER. Someone you don’t always obey nor do you see yourself needing to obey. With no father figure in Anakin’s life, Palpatine took that role.

Yes, Episode I: The Phantom Menace, according to the official canon, is 32 years before Episode IV: A New Hope. And this whole movie (Episode I) takes place in the span of two weeks time, which is why there is so much more Trade Federation ship surrounding Naboo when the Jedi and the Queen get back then when they left.
