She was never on the Council, or at least she isn't included in any High Jedi Council lists I've seen. Jedi Masters can be invited to attend some sessions, particularly when they have some mission related to a given meeting discussion. With that said, I think her inclusion in Council meetings on-screen or otherwise was mostly fan service due to the character's popularity.
