He was short circuiting because he knew Chewie deserved a damn medal too, but nobody's taking him seriously. And the growls from Chewie are him screaming about how the only individual in the building who gave a proper shite about him and his contributions (which include helping to rescue the woman putting medals on Han and Luke, by running through the halls of the fucking DEATHSTAR) was an antique R2 unit. I also like to believe that Chewie is the reason Han turned around to join the battle. Han was being a jackass and Chewie argued with him that entire day about what a jackass Han was being, until Han, just to shut Chewie up and hopefully not pull his limbs off and chow down on them, pulled a giant 180. Chewie is the most badass hero we've seen in Star Wars on the big screen. He doesn't use the Force. He uses a bow. A bow.

You know that this isn't the actual sound recording of the original scene from the set, right? This is a dub that some clever person made recently. The original sound recording had lot more noises and was way worse quality, and Peter Mayhew's voice wasn't as clear (he wore a mask) as in this video either. This is a made up dub showing how it could've sounded and felt like for the actors on the set when they filmed this scene.

If you write a scene with music in mind, and have that scene follow the music in the same way that a music video follows music, taking away the music is going to ruin the scene.
