Thats done pretty commonly because if the workers are not fighting, the units will try to run around them instead of just attacking . If you hold position, when a scv (or whatever worker) is near, it will attack it. So since the workers were repairing the building, he just holds position nearby to kill them.

Honestly I'm surprised flo doesn't just make a hotkey to his hatch and just makes one overlord and holds down the drone key ocasionally and MAJORLY over saturates his base... And then just moves them over when he has the APM left for it after his initial dickery fails. Not 100% efficient but injecting like 30 drones instantly into your economy after majorly docking someine can't be bad right?
