Rather than starting a consulting business from scratch, wouldn't it be better for some people (like me with 40 years experience in government and business) to join a consulting firm offering all that experience? Running a new business is a step too far in my case. I am operating a manufacturing business and I am busy, but for the right price I would be available to help in areas that I know. Are there firms that would keep people like me on a register and set up appointments online for the right clients?

Yes, that's another option, and many consulting firms have "contractors" on their books to supplement their full time teams. You would generally be working for day rates, and it can be a handy additional income. You and they, would need to be open about conflicts of interest and how you would prioritise the consulting work, which when it's needed, is often very urgent. Starting your own consulting firm is more for those wanting to make a big change, be their own Boss, and gain greater benefits. The transition from "Management" to "Consultant" can be a struggle for some. You are not "In charge" any more but the focus is on coaching and steering the client in the right direction. There is often very little ability to actually "control" the outcome of the work. That is up to the client.
