Don't know about primitives per say, but pre-FTL/"woops, we missed FTL tech" starts were always interesting to me, especially after habitats were introduced which allowed empires to grow without expanding. Give me a start with (ability to get) Gaia Earth, ecumenopolis Luna, terraformed Mars, Venus, with habitable Titan, Ganymede and Europa, with machine world Mercury and with Dyson swarm of solar satellites around Sol. Or rather an ability to do all that. I think that such ultratall empires that are somehow denied an ability to spread out for first 10/20/30/50 years of the game, can be quite interesting from both roleplay and gameplay perspectives. The game somehow doesn't like very densely packed systems. With how things are, you can give them "guaranteed worlds" as really crappy systems with hyperlanes leading to their home system ie Sol to simulate them going at sublight there. After all, there is more then 1000 star systems in galaxy, but games like Stellaris or Mass Effect are limited by tech and time of developers so instead we see _interesting_ and easy to navigate systems. We fight an intergalactic war for 1000 systems not because galaxy somehow lacks billions of systems, but because most systems are crap and don't have convenient hyperlane/mass relay access.

Yea a situation where you miss ftl or even story arcs where your attempts at it fail would be ultra cool (E.g. the event where you come actoss your old ftl prototype ship (cant remember if thats more events mod or vanilla)) I feel like in order for it to work in a balanced state, either more environmental factors for ftl would be needed, or ftl speed would need to be significantly reduced, for other ftl empires. cause you dont want to be a single system locked earth and then have all these other empires advancing properly and just eat everything around you. you would need to tone down the actual function of FTL as in a scenario where you can lack ftl for a while, other systems become way more valuable

Humans are absolutely not fast breeders. We have a relatively long gestation period of 9 months (Blue Whales take 12 months, while rabbits take 1), we have a litter size of 1 (yes twins exist, but they are 1% of births), we take something like 12-16 years to reach sexual maturity (most animals take 1 or 2, elephants take 16), and we have far higher levels of death during childbirth than most animals. With the exception of freak outliers like the Greenland shark that takes 130 years to reach sexual maturity, we're actually on the slower end of breeding speed.
