I think you also need to do the quests from the woman GED boss in Jarlheim - can't remember her name. She has you do daily checks on the GED workers and give her reports.

Tips: Make sure to do the Jorvik Stables stable chores too! You need Mrs Drake GED reputation, Jarlasson Family Reputation and I think the Goldspur Family too? I can’t really remember 😅
