There have been problems with cats taking fish from the pond before, right? There are little motion activated sprinklers you can get that will spray animals that get too close at night and scare them away without hurting them. It might be worth looking into so Willy and the other fish won't get eaten.

Check out aquarium co-ops video on stocking a 29, he gives many ideas and that would work long term and you wouldn’t have to upgrade when the fish a fully grown.
