Tbf that mod is probably less chaotic them normal HOI. When Argentina joins the Co- Prosperity sphere with Japan, or Yugoslavia joins the United China Front, or democratic Chile join the axis and the flip flopping of Romanian government, it can be pretty crazy. Or Russia getting dismantled into a hundred countries or Germany's constant declaration of Wars on everyone even as enemy nations are walking into their capital and their country being bombed into nothing.

The german army was famously extremely under mechanized. The polish army did have anti tank rifle units ontop of horseback, which they did use to some effect during the german invasion, especially in more difficult terrain.

Just to be clear, Bicycle divisions do not charge in battle on their bicycles. Generals were not stupid in 1939, at least not more than they are today ^^ Bicycle divisions just mean taht you have a regular infantry division, but they can go from one battlefield to another on their bicycles, to go faster, it was phased out by motorized infatry, but it was used by all armies, although more often by scouts in infantry divisions rather than entire divisions of cyclists ^^ Even today, US paratroopers can have bicycles in their equipment before a jump ^^
