Your repairman is right because one of the causes of this is a faulty hardrive the first time you probably had to get it removed but the 2nd was probably software issue for me I think hardware 😢

I have followed the procedure and the system restore is restoring files it’s taking some time I need to be patience for some time till I get the results, finally window 7 then finally message seen system restore completed successfully Your doc are not affected start window but again same issue I thought but then I saw loading files please wait again your computer was unable to start do you want to restore you r computer using system restore I said cancel instead of restore again it went like start up is checking your system problems attempting repairs it’s taking time I do not know if it will restore ?

It this didn't work , try this : you must turn off and turn on again and then when it's running keep pressing F2 it will open bios , go to boot , change it to legacy and then go to system configuration - SATA operation - AHCI the yes the apply - exit - then restart - select start windows normally 🫰👍
