Sad but true, kahit po sa LGUs mdami padding sa mga projects kya halos bumilib k sa nakaupo kasi dami pinagawa, acknowledge po nman pero yun kabilang mukha nito marami silang nakinabang sa proyekto at dun po sa maliit na sub contractor magkano nlng ang budget kya substandard ang health clinics example lng. So, kung sa national level, sino at magkano po kya ang swerte nappunta sa kontratista (kung may anomalya)
