In my opinion it is about removing the identity of "man", "woman" and "God". That way they remove the two upper tiers in Common Law. How? There either is no God or not very good if he cannot put people in the right body. If people are not in the right body there is no such thing as man or woman. Therefore the highest tier in Common law will default to governments.
