not just staten island here in brooklyn see lots of cars without plates and others parked in front of hydrants without tickets or towed away and forgot blocking crosswalks

They could be stolen vehicles and what needs to happen is you need to have someone that able to run a licenses plate and see if its stolen or not and if its not ticket it and boot it then if the owner does not come forward then tow the vehicle

Whats the problem? At night take down the license plate and put it into the sewer. Next day call the police and say there is an abaondoned car without plates. Thats what we do in eastern europe.
