Persona 5, like basically every other game in existence, operates under the "Illusion of choice". Other games allow for a lot of freedom in many things outside the main tickboxes of the story, but in Persona 5 you are not given even that since even Joker's responses and the NPC dialogue they elicit create a preconcieved character that Atlus already had in their minds. It's fairly similar to how it was in Persona 3 and Persona 4. In Persona 3 all dialogue choices and descriptions were dry and ussually dreary which then transitioned to how the MC was shown in the movies and the sidegames (a silent type guy who gave a very emo-loner vibe). While Persona 4 had more vibrant descriptions and a lot more goofy options, which again resulted in the more weirdo and friendly protagonist shown in the anime and the sidegames.
