Australia's first railway consisted of the seven-mile horse-drawn freight line between Goolwa and Port Elliot in South Australia, which began service on 18 May 1854. Information source Wikipedia.

From the same source : Railways in Australia date from the 10 December 1831 when the Australian Agricultural Company officially opened Australia's first railway, located at the intersection of Brown & Church Streets, Newcastle, New South Wales.

Of course we're all forgetting what constituted a "railway". The earliest that pre-dates all of those, is the convict railway of Port Arthur, which was of course man powered, and constructed of wooden rails.
